General Rules
● USA Hockey requires that our tournament be registered and that all participating teams,
players and coaches be USA Hockey/Canadian Amateur Hockey Assoc/IIHF registered.
● Tournament Sanction Number: To be obtained and provided to participating teams
Lengths of games
● 5 minute warm up
● 3 x 15 minute stop time periods (14u & 15u), 3 x 17 minute stop time periods (16u & 18u)
● 1 time out per team (1 minute length for timeout)
● If required teams will play a 5 minute overtime. If no winner after 5 minute overtime teams to have a three shooter shootout
Game Play
Penalties
● USA Hockey rules and penalties shall apply to all games. Penalties shall be 2:00 Minor
Penalties, 5:00 Major Penalties, and 10:00 Misconducts. *It is the responsibility of each
coach to read the score sheet after each game and to ensure that suspended players
are advised of their suspension and not permitted to play in the next game.
Home/Away Jerseys
● For ALL games; visiting team listed shall wear its white/light colored jersey and the home
team listed shall wear its colored/dark jerseys.
On-Ice Officials
● All games shall be assigned by at least two referees. Only USAH officials will be used for
the tournament.
Off-Ice Officials
● Scorekeepers are assigned to each game to run the clock and maintain the scoresheet.
Each team competing in a given game shall provide a penalty box attendant for their
team’s penalty box.
Scoresheets
● It is the responsibility of each team to provide scoresheet labels for your team roster
prior to each game and to make appropriate changes/notations to the scoresheet. It is each team’s responsibility to pick up their copy of the scoresheet after EVERY GAME from the rink’s main desk.
Results & Scoring
● All game results will be provided to head coaches and team managers at conclusion of
each game
● Round-Robin Games
○ In the round-robin portion of the tournament two points will be awarded for a win,
one point for a tie, and zero points for a loss. There will be no overtime.
● Tiebreaker
○ Tiebreaker A – If two (2) teams are tied, seeding shall be determined in the
following order:
■ Head-to-Head Competition
■ Most Wins during round robin play
■ Goal Differential is calculated by subtracting a team’s goals against from its goals for. The team with the higher number advances. There will be no max goal differential.
■ Scoring Quotient; calculated by dividing a team’s goals for by the sum of
its goals for plus goals against.
● Example: Team A: 15 GF 7 GA Quotient is 15/22= .681
Team B: 14 GF 6 GA Quotient is 14/20= .700
● Team B advances.
■ Fewest Goals Against
■ Fewest Penalty Minutes; All minutes assessed count toward the total.
■ Coin Flip; performed by the rink director, tournament director, or other tournament staff.
○ Tiebreaker B – If three (3) or more teams are tied, and ALL teams played each other in the round robin, seeding shall be determined in the following order. If at any point, a tiebreaker establishes a position for one or more teams, each team is placed in its applicable position. If two teams remain tied after this is done, these two tied teams shall be seeded by starting the process for two (2) tied teams (Tiebreaker A) above.

■ Goal Differential in the Games against the other Tied Teams
■ Scoring Quotient in the Games against the other Tied Teams
■ Goal Differential in ALL round robin Games
■ Scoring Quotient in ALL round robin games

● ***TIEBREAKER DISCLAIMER*** – If at any point of any tiebreaker, one of the tied
teams have beaten ALL other tied teams, that team will be seeded first in said tiebreaker.
Official Rosters
● All teams will produce verification that the team is registered with USA Hockey, C.H.A or
their respective European Ice Hockey Federation. All USA Hockey registered teams
must provide a certified USA Hockey Official Team Roster, authorized by your District
Registrar. Only certified team rosters signed off /authorized by an authorized official from
the team’s respective affiliate/ federation will be accepted. Teams must provide a travel permit only if their state affiliate requires one for their teams to play outside of their state. Non-US teams must provide an inbound Application for International Competition that has been approved by USA Hockey.
Player Eligibility, Double Rosters, & Age Classifications
● Any team using an ineligible player (s) shall forfeit any and all games in which the
individual player (s) has participated and the player(s) will be suspended for the remainder of the tournament.
